It is set under the Public-Private Partnership Covid-19 Industry Immunisation Programme (PIKAS) as phase 4 of the National Covid-19 Immunisation Programme (PICK). This allows the manufacturing sectors, industrial related companies & essential industries agriculture, plantation, construction, retail to use their own premise or suitable facility for an on-site PPV.

A pre-identified location, worksite or the factory premise is subjected to site inspection, verification and to be approved by the COVID-19 Immunisation Task Force (CITF), MOSTI and MITI.
